The excuse? Yes I am using the word 'excuse' since Malaysian elite politicians are so pathetic until they cannott even conjure up a valid 'reason'. Now before straying to far off, the pathetic excuse was I quote “For example, if the Opposition controls the local authority through an election, the government will not want to give funds to them. This will not help the people,”. I truly believed Malaysia is a democratic country. I didn't know that the government is practicing tyranny by depriving development to opposition controlled region. Isn't this an act of blackmailing? In democracy the PEOPLE chooses the leaders to lead development supported by funds that ultimately is provided by taxes from the PEOPLE. So the government has no right what so ever to stop funding to opposition controlled council. Remember the government is meant to serve the rakyat and not the son in law. Oh ya the only 'reason' I can think why such a statement was given; they know that in cities where the population are more educated it is harder for the dumb leaders to hide the fact they are incompetent. Thus they have to resort to blackmail, shame on you.

Endangered species

I have been evolving slowly and but clearly to a Panda, age has clealy caught up or pass me. Or Part of It.

A non-homogenous society isn't suited for exclusively first past the post systems.

For 49 years, the ruling Malaysian BN coalition has had a two-thirds majority in the federal legislature, with the exception of the 1969 General Elections, which was followed by you-know-what. However, never in Malaysian history has the BN obtained a two-thirds proportion of the total vote. This apparent disconnect is all down to the first past the post electoral system we practice.

Make no mistake, the Westminster system is still practiced elsewhere, and other methods are by no means definitively superior to it. However, Malaysian Westminster Parliamenterism has diverged greatly from other instances of it, mainly due to our sociopolitical structures.

For example, first past the post (FPTP from her onwards) systems are supposed to reduce the number of parties. This has ostensibly ben the case in terms of Malay based parties, but definitely not for the other parties. Lineation policies has also been done haphazardly, without documented justification for it.

In a highly heterogenous land such as Malaysia, the FPTP system has compounded matters where racial relations are concerned. Not that I agree with viewing politics in terms of race, but for now, I shall be a realist. For one, a winner takes all system blurs out proportional votes. This is especially bad because different social groups are significantly different from each other, and proportional representation of them is vital to maintain a truly representative legislature.

Therefore I advocate a Mixed Member Proportional Representation system for Malaysia. It's not perfect, and it's definitely more complex and would not be conducive for voters ignorant of electoral mechanisms, but its very suited for voter representation.

To put it simply, parties are allocated seats in the legislature via proportional representation. Howeverm contistuencies are retained, and local representatives still exists within the framework of the system. Every local representative fills up one slot of the allocated seat within the legislature, and if there aren't enough of them to fill up the party's quota, they may appoint more members (there are plenty of variations to how this is decided as well).

In the case where the number of local representatives exceed the party's allocated bumber of seats, there are numeous ways to accommodate this. Germany simply gives them more seats than allocated via proportional representations. There are also methods where extra seats are added for other parties to maintain proportionality.

There are, of course, loopholes. But these can be overcomed by numerous methods. Abuse via party splitting (read the Wikipedia article, because I'm too half-assed to elaborate) can be circumvented by forcing participation in national proportional voting if a party wants to compete in constituencies. Then, a minimum threshold should not apply, to allow parties with local representation but very small amounts of national vote to retain their seat.

Now this may seem a very big change, and utterly unnecessary. But I urge you all to go through election statistics, and you'll see that there is a huge discord between the proportion of votes garnered by opposition parties to the proportion of seats obtained. This is gerrymandering at its best.

<link rel='alternate' type='text/html' href='http://mcheah.blogspot.com/2006/11/down-with-first-past-post-or-part-of.html' title='Down With First Past The Post. I am talking bout the All American Reject album Move Along. I like so many tracks in the album namely Dirty little Secret, Move Along, It Ends Tonight and Straight Jacket Feeling. The first 2 are already hits but the most favourite song in the album is none other then It Ends Tonight. So I was estatic(estatic enough to blog it) when I found the MTV is out. Finally it should have been a fantastic hit the minute the album was out or at least months ago. It is still in my playlist and I predict it will be there for some while. So for those who like to try here is the link.

http://www.youtube.com/watch?v=l45WJ1wezSY

Now I only need to wait for Straightjacket Feeling to be MTVised.

Game drought

There isn’t much going on the PC gaming world now, which really dulls me. I have never been a fan of FPS because it makes me dizzy (I know it’s lame) even though I was a sharp shooter sniper in my youth once. Good enough to receive a round of applause from the whole cyber café after killing all 12 remaining counter terrorist while being the sole survivor, ah the splendors of youth. OK..ok so it was only 8 of them but it sure felt like 12 if you were the only one left and every counter terrorist was tracking you down. I continue to play pc games in my uni years but I forsake cyber gaming completely. Then I got a job!! It cut down my playing time by 20% at the first month then 49% then 80%!!! I didn’t have the pleasure of playing games like I used to. It is not because my interest has wane but more to the fact that I am unable to commit more continuous playing time like I use to. Week ends are spent recuperating energy and trying to catch a movie, wash my car, exercise or clean the house. Weekdays are out of the question since I can’t afford late night gamin hours anymore. So my games are pretty limited to slow pace games. I played Rome and that was fun just didn’t have the time to finish it and after some one hour play without much progress I started to get bored. I was so happy when I found pick up and play game, no I don’t mean solitaire but space rangers 2. Sure invested 2 hours to pick up the game but the game play allows me to invest 30 minutes to 90 minutes per game session. It was the ideal game. I was able to choose easier mission if I had only little time stop in the middle of combat as it was turn based. Play text base game as I was too young to play any of the earlier one. I was actually a gamer once again albeit a part time one. So occasional I played 45 minutes after work to de-stress which was what the doctor ordered. If anyone reading this is about to get a job please listen to this piece of advice; “DON’T QUIT GAMING”. Seriously, it is a great way to relax if you had a to work till 8 which is exhausting but still too early to fall asleep. So imagine my horror when last weekend I finished the game. No!!!!!! I was dead bored this couple of days as I finished reading all my downloaded manga, read all my comics and even work out a bit since I am gaining additional spare tire here and there. I need something to relax and amuse me consistently for at least half an hour a day after work. I cant stand heart of iron as you can see my brother is playing, it is too slow in progression for 45 minutes. I am thinking of playing FF7 but I can’t stand the save points they have. Sigh luckily I have Mario, I am talking bout the SNES version (I was old enough for this though). I played but being able to remember all those stages help me continue from my save game until the final world. If I am done with Mario what is left for me to do! Right know my only hope is that the sport games are release soon as this is the traditional release dates. Damn they are not releasing the basketball 2K series on PC. The closes release now would be the live and EA always release out a worse version year by year. Pro evolution soccer is also on the horizon. Oh how wish it could come earlier. So for you all undergraduates out there, don’t stop playing games… treasure it like a final fantasy CGI ending. Invest your time in gaming as you would leveling up your MMORPG avatar. Click on that next match button knowing that the maybe juts maybe in the next match your team will hit top form and win the league title even though it is already your 24th league game and you just above the relegation zone. My previous post was about me ranting on the government view about blogging and how I think that most (not all) government official are so clueless about the internet. Maybe I am going overboard by saying this, so I decided to check out how good the government is with the internet. Where do I start? Maybe I should go to their internet site. Now I leave it up to you to jugde the site design, I was never good in judging aesthetic but seeing some design error here and there does make me feel that this is an amateurish site. Fine this might be too much criticism for me but actually the site still looks decent but amateurish nevertheless. So now I scrolled down to check out the total visitor count and there was about a million visitors so far. A big volume, no wonder the government is so worried that 1 out of 24 people are in the internet.

What caught my eyes was the public complain, we can actually complain about the government and the government has provided a means for that. So does that mean we can tell the government about possible corruption by VIPs, poor management, useless policy, rising oil prices and why did Barcelona win the Champions League. Eager to make the world a better place I clicked at the option so fast that no evolution actually manages to occur in that split moment. I was very exited with the prospect to be able to complain about a certain Kinabatangan River residence making a fool of himself (yes I hold a grudge). I started to draft my complain in my vastly ill-equip brain while the page started to load. Guess what? You need to key your name and IC number to file a complaint (yes I know what you are thinking now). Can we actually stop corruption this way? The government itself is discouraging people to complaint and com forward by requiring someone to key in their ID. Don’t they know that these grandfathers (Datuks) have more power than us the mere rakyat? I agree we could some how filter out spam and all but like I have argue before, the 1 out of 24 Malaysian has some intelligence to actually compile facts before complaining. Don’t tell me these are the measure to eradicate corruption. You might as well set up a complain booth next a live camera so everyone in the government knows who are making the complaints and wait for ISA to come else some henchmen to screw your a**.

Ok fine, I click back to homepage and try another link that can some how convince me the government is trying to combat corruption. So went to see the government tenders. Hoping to see tons and tons of tender here especially since RM-9 has just been announced, NOT!!! There were only 2 bloody tender categories available!! I understand if some of the tender are not listed for tender due to the nature of the project wouldn’t it still make more sense for the Government to show the respective status of tender (more transparency remember?). Of course I am not expecting it to be filled with tender information those stuff as confidential anyway but a least I would like to know who tendered for them and who got them, right? Maybe just maybe informing us why they got it, a general information will do like company A won the tender because they offered the lowest price or company B got the project because so and so son in law is a share holder.

Yes fellow readers (if any), the government is actively combating corruption as we can all see and they are using the internet as well. At least for this they are censoring the content as they say they would. Admitedly I did not surf the whole site but I lost interest and felt disgusted by just these few links. Final score 2/10 (round up number).

Sheltering the Thieves from the Charlatans

Like a good parent, you shouldn't favour one sibling over the other

If we had sufficient space for dissent on the mainstream media and a sense of humour, everyday would be a field day for political satirist, like the brilliant Stephen Colbert. But we have neither, so you'll have to be content with stolid little me and a promotion for an American satirist.

Onwards ho! then to the topic at hand. Yesterday, Datuk Fu Ah Kiow, the Deputy Ministry of Internal Security and a member of Malaysia's cramp and noisy classroom raised his hand to speak and the media promptly obliged. Answering questions at coincidentally, a school (not in a classroom though), he told bloggers to watch their mouth again.

Needless to say, it builds on a decades of non-affiliated mouthpieces as peddlers of lies, damned lies and statistics. Of course statistics are something that can may well be good, accounting for the lack of them forthcoming from the government. As I've said before, you can never counter rumours with lack of information. Obviously we can't tell a lie when we don't know the truth.

But the bigger whopper is him saying, "there should be some self-censorship of articles so as not to offend any group or religion or cause disharmony". Now I'm all for not pissing people off unnecessarily. I'm sure that's the best way to crack a relationship, using that analogy on races in Malaysia. But then again, we must remember that the line between acceptable and piss-off is very limiting. The slight raising of theological issues would bring the big elephants bearing down on you the very second you go public (Elephants are heavy).

So here's my question. Is it most effective that we go after everyone who airs thoughts that may be deemed sensitive (even the mild opinions that breaks no law) instead of educating reason into the people who raise a ruckus at a prick of a rose thorn? Let's face it, Malaysians are a touchy bunch. It doesn't matter in what way you broach the subject (whether in an academic and polite way or in a fiery way), people would pick up their placards and tie their bandanas if you even broach the subject.

And here comes the analogy aforementioned in the title. Those who post deliberately ire-raising content are just as guilty as those who are pissed off by the most docile and harmless of words. The former however, are the only ones who Johnny Law wants to watch. The charlatan gets away while thief rots in jail.

As an aside, notice the misquoting done by The Star when they said
"A case in point is the comment in a blog where readers were urged to "shoot to kill" a local journalist" concerning the whole lame saga at Screenshots. Apparently journalism has degraded into chain message passing and information is minced up before it hits the presses. I'm sure everyone's familiar with the experiment on how a sentence is passed on along a chain of people via whispers that concludes with the sentence being mangled beyond recognition at the other end. This is what's in operation here.

Oh well I'm hungry.

cheers

The Paradox Of Halting Rumours

So I prefer British spellings. Bite me.

Good ol' Zam (Datuk Zainuddin Bin Maidin), our prolific (ramblings-wise) Information Minister is making good his new found power as a full minister. Now we all know that the rest of the cabinet are usually toothless room fillers, owing much to the centralisation of executive power in the PM office by our Grand Old Man and also the fact that they're like Malaysian classrooms, overcrowded and noisy. But this man is something. Emulating Badruddin Jerai and Bung Mokhtar, he's found his place in the limelight: The Reactionary Loudspeaker.

His latest adventure of course is the uneducated dream of to controlling blogging, a subject of the previous Clueless entry (I'll get to that later).

Here's the paradox: How do people judge the validity of rumours if the real truths are never revealed? You cannot stop untruths happening if you do not disseminate real facts.

There. That was remarkably simple and short. Funny how it eludes degree holders with years of public service experience. Anyway bottom line: If you wanna halt rumours, you've gotta preempt them with the truth not truthiness (it's gonna be an Oxford certified word soon). Remember, rumours themselves are products of truthiness, and you really can't douse a fire with gasoline, or Bovine Excrement (Bullshit) for that matter.

Concerning the post below, I'm sure you can surmise through it's incisive insults and smirks that it's the product of a sibling. And so it is. For the record I cannot afford Jack Daniels and he's the spawn of diabolical marriages between a succubus and a balrog.

Now stop THAT rumour. Heh.

cheers

The crack just got bigger

This blog has been dead long enough that I have decided to do something(hopefully change the look while I'm at it) thus the beginning of some elaborate plan. The first step was to gain control of the blog account, sound simple enough except that I am no Kevin Mitnick.I could hire a hacker but I don’t have the financial capability to do so that cuts are the rest of the other option that requires some sort of currency (bribing the administrator, hostile takeover and etc). Having around 90% of possible option cut off I had my work cut out. So instead of taking this as a problem I decided to look it at another way, this means that there are fewer variables to consider. After countless sleepless nights I have finally decided to do what every wannabe does, make a false claim. I email the blog owner and claim that I have eyewitness account and picture implicating him of indecent behavior. I wish I could say more but the nature of my claim is so extreme that it is consider a taboo and to some society sacrilege but all I can say that involved an undergarment, a leash and an empty bottle of Jack Daniels which presumably is consumed by the owner. I knew such a claim would be a long shot but hey if it failed maybe there will be a posting about it and that could count as some success. So imagine my surprise when I received a reply asking pleading for mercy. You can feel the desperation as he is willing to do anything just to ensure the destruction of any proof of his 'experiment'. I knew I had reached the jackpot and the rest is history.

So for my first posting (and subsequent posting), I won’t be writing anything meaningful. I just wanted to make the crack bigger as it just seem there is more to write as one gets old. Maybe I just wanted to blog in defiance to the government who wants to control blogging. This is the same goverment that claims freedom and promotes technology. Wtf!! It was already frustrating enough seeing our leaders calling each other animal and one Sabahan MP mocking a fellow MP for being handicapped. As a Sabahan, I am ashamed of such a behavior from a Sabahan MP who just wanted to tunjuk temberang but only succeeded in making a fool out of him and seem bloody proud of it too. It such a shame that these leaders are so out of touch, no doubt the internet has not always been providing true news, facts, etc but don’t they realize that we are educated enough to tell the difference. Broadband penetration in Malaysia is so low that does who do opt for broadband has the maturity and intelligence level to make reasonable decision. Yes, we Malaysian surfers are smart enough to realize when someone is BS-ing and yes we also realize the government gives a load a crap all the time too. If we were so stupid to believe in every Jack and Joe in the internet wouldn’t we be con by now as I believe they are more con job then blogs around. The internet allows us to send message, advice, complaints report and many more especially for us the ordinary rakyat. If we would go to what the leaders call ‘proper channel’ I doubt it would even land on their secretary desk until election time. What is wrong for us to tell them we are watching their every move and telling others what is going on with the current government? At the end of the day it is us the rakyat who voted and put them where they are now. So we have the right to evaluate them and straighten them up when they go off course. The leaders should appreciate that we are able to criticize them and keep them on their toes so that they don’t wander off and steal the cookie jar as it seem that’s is all they want. I don’t expect any VIP to even read this, not because this isn’t a popular blog but because I doubt they even know what HTTP means.

Back From My Hiatus

..or more accurately from my lazyass refusal to do anything productive. We can't let history slip away

This has always been that bone in my throat. Now I'm gonna pick it.

Our understanding of the 513 incident has always been one-dimensional. One race richer than the other, tensions simmered and boiled over. My stay in the BTN(Biro TataNegara) camp for the "training" of students headed overseas even exposed me to one school of thought: Parliaments should always be dominated utterly by one party or a state would lose stability and go 513 on us. {sarcasm} It's no wonder there are great instabilty in the US, with their divided congress and no riots at all in one-party China. {/sarcasm}. BTN facilitators are enlightened. Just check out the halo.

But as we past another D-Day memorial, another Hiroshima and Nagasaki remembrance or entertain another wave of tourists visiting the Death March memorials in Sabah, there are fewer and fewer people who could provide first hand accounts of WWII and be primary sources for historical documentations. Time is running out for the Greatest Generation. 1969 was 25 years after but soon, we may run out of time as well.

So, it's about time we did something more comprehensive. Human sources are most reliable in this case as any archaeolgical evidence of an urban event such as this would be hard to come by. WWII documentaries are abundant, and books dwelling on them are deftly researched. The same standard should be applied to an event whose magnitude shooked and steered the course of a whole nation. Amongst the lovechildren of it are affirmitive action, change of foreign policy, greater suppresion of dissent and weakening of parliamentary opposition. I don't know about you, but the declaration of emergency rule for an event that only happened in the capitol and immmediate suspension of governing instruments after the largest opposition gains in Malaysia's history deserves due attention.

So here I appeal, documentary makers, novelists, historians or maybe just your average citizen, sift through what periodical materials you can lay your hands on, meet every witness of that momentous event you can lay your hands on. Then get your hands off them. Historical documentation of linguistics and tradition (or for that matter any form of history) has not been one of Malaysia's greatest points. We have an innate fear of reality as it happened, warts and all. But it's there, even if it's not in our perception, nothing can change the objectivity of an event. It's better to know truth than to create it.

Cheers.

Obssesions With Beauty

Your normal everyday post

This is not about serial killers. All in good faith k?

As said, federalism in Malaysia is moot. If only we had (like US states) power over state level national guards. It's symptomatic. Just as city folks have no power over municipal leaders. Centralisation is too strong here. Had we the authority and the budget, illegal logging prevention would be the realm of the army under state supervision. The extra cost is well worth it, and it'll be much better than an idle army, with the added benefit of jungle exposure.

Now you may say that we should try to strive for integration instead of more state autonomy. Truth is that is a harder route to take. Even Germany with its hodgepodge of Germanic tribes descendants is a hard nation to keep together, despite the very close cultural affinity (Much closer that that of indigenious peoples of Sarawak, Sabah, the West Coast and the East Coast). Even Japan, an icon of cultural homogenity, grants huge powers to their prefectures. Integration is hard when there are 25++ ethnic groups (more, if you want to count the groups that seek to differentiate themselves officially) all wanting to be recognised as individual group. Assimilation is near impossible.

Anyway opposition parties should have made unilateral action in taking over state coffers when they had the chance, enact a mini state constitution and declare more independence from the feds. Altough illegal in the sense that it violates the federal constitution, it's morally correct as it is a decision of the direct representative of the residents.

Anyway I'll just dream. To semenanjung people, one method of NOT antagonising the easterners is to NOT ask this question on your first meeting with an easterner:

"korang datang sini naik flight?"

We hate that

Malaysia Day or Federation Day

...or get this: TYT's Birthday LOL! :P

Today is Malaysia Day and September 16th is the only date in the Malaysia calendar that can rightfully use the word "Malaysia". We all should (which does not mean do) know that the 31st of August 1957 was a day in which "Malaysia" was not even an entity. It wasn't even yet a concept. It wasn't even on the drawing boards. It was moot.

But come September 16th 1963, The Federation of Malaysia was born. What you see, hear, feel, smell and taste as distinctively Malaysian, was created on that day, for if alternate realitise had taken over, all that would be Malayan, Sarawakian or a distinct touch of North Borneo.

So today we as a State have existed for 42 years. What do we do? Well most western Malaysians go to work, people in Kelantan, Kedah and Terengganu enjoy their weekend off while Sabahans and Sarawakians are forced to remember this day as the "birthday" of a non-represantional, non-empowered, artificially installed head of state whom more than half the states' population for the life of them cannot remember.

Indeed, history is in the hands of those who wield the pens. Or if everyone has one, those who hold bigger, gold-lined pens. The Ministry of Education has seen fit to sweep September 16th under the rug, as it wasn't a shining example of the hyper-efficient UMNO. With Neighbour opposition and tensions with Indonesia rising, the Federation was formed in a very messy manner. Which meant UMNO didn't get to shout "MERDEKA!!!" or for that matter, look good.

We went ahead anyway, as equal partners, except for the part where Sabah, Sarawak and Singapore (who's enjoying life out of the federation) were expected to assimilate and accept August 31st as their independence day. Memory and History be damned. The people there after all, didn't hold the pens of history. Apparently, the image of "The Party" (UMNO, if you don't geddit) is held above all. False Metaphysical Subjectivity over Metaphysical Objectivity. In the 30s they called it Fascism (a little tru), now they call it remembering our freedom fighters (who, like the moniker crime fighters, fight freedom)

Anyway Happy Malaysia Day, to those who would bother. Who knows how long we must go on together eh?

I Disagree

Yeah, got a copy of Disagree's CD today.

Honestly man, Fat Boys Records is a talent factory.
